About the Role:

NCSL seeks a Director for the Environment, Energy & Transportation (EET) Program, a 13-person team within the State Policy Research Division. The Director will oversee a portfolio covering energy, environment, water, agriculture, disaster resilience, electric vehicles, and transportation safety. This role requires leadership, strategic vision, budget oversight, fundraising, and relationship management, while ensuring nonpartisan, high-quality services for legislators and legislative staff.

Responsibilities:

  • Establish the program’s vision, plans, and priorities; manage project budgets and resources.
  • Lead, mentor, and support staff professional growth and performance.
  • Oversee research, writing, presentations, and training for legislators and staff.
  • Ensure all products and services meet NCSL’s nonpartisan standards.
  • Plan and coordinate meetings, seminars, and technical assistance.
  • Develop fundraising strategies, negotiate funding, and maintain funder relations.
  • Build relationships with legislators, staff, academic experts, and external partners.
  • Collaborate across NCSL programs and contribute to organizational strategy.

Qualifications:

  • Bachelor’s degree required.
  • 10+ years of experience with state legislatures, government, or public policy.
  • 5+ years in leadership roles with staff supervision, strategic planning, and budget oversight.
  • 4+ years of fundraising, grant management, or funder relations experience.
  • Expertise in environment, energy, and transportation policy issues.
  • Exceptional knowledge of state legislative processes and political sensitivities.
  • Strong writing, editing, and presentation skills for diverse audiences.
  • Ability to manage multiple projects in a fast-paced environment.
  • Proficiency in grant writing, fund development, and program management.
  • Ability to travel up to 10 times annually for meetings and events.
